Photoshop
has both burning and dodging tools available for your use,
which can be useful for small areas. You will find that
the exposure setting when using these tools will need to
be very low. Try starting at 5% until you get the hang of
it as nothing looks worse than an area that has been overdone.
A far
better way of achieving the same result digitally is via
the selection tools, the feathered edge and the levels command.
In black & white printing it is often the sky that needs
extra exposure and to do this you need to select the sky
or part of the sky using the selection tools. The magic
wand is useful, but I like to draw an oblong selection with
the Marquee tool. Feather the edge of the selection so that
any changes you make are gradual and therefore less noticeable.
Select the Levels command and move the sliders to achieve
the result you want. Remember that you can see the result
via the preview before hitting OK.
